Reporting: Change the UI for creating / editing reports so it not always snaps to start

Currently if you create / edit a multi page report it's a pain to do as every time you add / edit / delete an element the report UI snaps back to start. So it's a big scrolling each and every time. The should be no reload of it or it should automatically go to last position worked at
