Add comment field when deleting objects (e.g. hosts) for better traceability

To improve traceability and accountability, users should enter a comment or reference when deleting any object in Checkmk, especially hosts.

In many environments, it must always be possible to understand who deleted an object, what was deleted, and why the action was taken. Currently, Checkmk only records the username of the account performing the deletion. However, this information alone is not sufficient, as automated processes often use shared or anonymous service accounts. Especially in regulated industries such as banking, healthcare, or public administration, clear documentation of the deletion reason is critical for compliance and audit trails.

To address this, a comment field should appear whenever an object, such as a host, is deleted. The comment can include a reference like a change or deletion request ID, providing the necessary context for accountability and later reviews.
