Generic PSE Device check: monitor POE Failure

Currently the pse_poe check only monitors Power Consumption. Im not sure if the pse_poe check currently supports configurable parameters at all.
If a switch returns 0W/0W the service is still considered ok, even tho this indicates a POE Failure.
If the check was configureable with upper / lower threshold, this could be caught with carefully set parameters.
