Folder Templates: pre-configure and lock folder attributes for consistency

When deploying folders that needs the same configuration we don`t have a way to ensure that folders have the same configuration all the times. The idea here is to allow the creation of folder templates, that is a new type of folder that will ask for some information and be deployed consistently all the times. A template folder could be used for Switches, where SNMP is always enabled and a Host Tag used for Devices is set to Switch. This way any time that a new project appears or a new use case in a new location appears anyone could deploy this folder from a template which will have all the needed parameters. Also during the template creation some fields could be blocked for changes and hidden from standard users.
