REST API: Limits for API calls per user

Hi all,

We once encountered an issue where a bug in a script using the Checkmk REST API created hundreds of downtimes within seconds, which significantly impacted backend performance.

Therefore, it should be possible to define a global limit that restricts each user to, for example, a maximum of 1,000 API requests per hour.

If a global limit for all users is not feasible, it would also be helpful to enable such limits for specific users.

Once the limit is reached, an error message should be displayed.
