Add support for monitoring of Azure Local Clusters

We have several Azure Local (formerly Azure Stack HCI) clusters in production, but currently cannot monitor them via CheckMK.
Azure Local is a hybrid cloud solution, the nodes themselves run Azure Stack HCI OS.

We would like to be able to monitor various system parameters and health states from the cluster such as VMs, S2D (storage space direct) metrics, Disks, CPU, Memory - similar to how we can monitor Windows Server.

This could either work via Azure API (such as the Azure plugin), or via making the Agent installable on the nodes, which requires a defined WDAC Policy
