Test notifications: make it available for users without permission on notification rules

The “Test notifications” feature is very nice. Problem is that it requires permission ‘Notification configuration’. I don’t want to give this permission to “normal” users, as Notification rules are managed at admin level. Global notification rules are used and “normal” users should not get write permission on these rules.

Maybe the solution would be to add a new permission option "read notification rules".

More arguments:
- "normal" users see the feature in the menu, but cannot take benefit of it
- When users onboard new customer, or configure new contact for notifications, they want to validate the end-2-end operation of the notifications
- It’s not only validating the rules, but also the conditions for notifications have been set correctly on hosts/services and the notification plugins (e-mail, custom) are working, and connectivity (smtp relay, https hub).
- It’s very helpful for users to test notifications, even if they’re not administrating them.
- “Fake check result” is not good
