Downtime: set downtime in rule which is edit at that time at initial rule creation to prevent notifications
The requirement is for all rules to prevent active notifications.

The aim is to prevent incorrect notifications when we implement a new rule. When we implement a new rule, we don't always know whether all the definitions are correct. That's why this service needs downtime so that the rule can be adjusted until it's right. That's why I came up with this idea.
