Backup / restore only config and keep data

As backups can be huge when including the data there should be an option to only backup and restore the config but keep the data when restoring it.
At the moment when doing a restore the site will be deleted and the data will be gone. So it would be nice to only backup the config and restore the config after failed update or so and the data keeps untouched.
