EC - Replace Timezone with a Start Time when counting Messages

No normal user understands how to configure e.g. 13:00 as an interval start time with the UTC time zone.

Please replace the interval start time with a simple ‘Start time: [HH:MM]’ Input field that is understandable for all users. It really doesn't have to be so complicated.
