GUI: Add complete host inventory (cmk -II <host>) possibility for normal users to click

The problem is that the inventory needs admin rights to configure the host. But the normal user needs just the possibility to make the inventory for his host. So per host we need the inventory possibility in the GUI.

Robert SanderA normal user can run a service discovery as soon as he has permissions on the host in setup.
Not all normal users should be able to run a service discovery on each host.
