Option inside the Rule to insert the Position in the Rules Page

In the Moment it is very stressful to move an Rule on an Rules Page from one Position to another , you have to use the arrows , but Scrolling the Side is not possible.
The Idea was to insert an new Option in the Rule himself to set the Position of the Rule on Rules Page . Maybe "move before Number xx" or "move after Rule Number XX" ?
