Simplified Agent with TLS- and Updater-Registration in EE

There are several possibilities to add a host to the monitoring system, including the host creation, the tls- and the updater-registration - actually only for the Cloud Edition.

It would be very, very usefull for a lot of customers (first of all EE) to have a simpler host-monitoring-integrartion like this (having a distributed environment in mind):

Prereq
- create folders structure, each folder belongs to a site
-- bake a package for each folder/site (already exists)
- create a rule for each site (agent updater - already exists)
New:
- create a rule for each site, a new one with following possibilities:
-- add the host to the monitoring (to a specific folder)
-- register the host
-- register the agent updater
-- set this label: xyz
-- host needs approval: true/false

New:
As an admin I can approve hosts to be monitored. Only then the host becomes "active".
Or even simpler, create in setup the possibility to create a site-based generic agent for this and the options.
