Report Scheduler -> support quarterly report generation

Currently, there is no option in the CMK 2.2.0 GUI to create reports on a quarterly basis.
Especially from the service management point of view, this is a frequently requested feature.

We recommend not limit and request only for reports. Implement it for all parts of CMK - for example reports/availability(sla)/capacity management/views...
