User Information Popup in the WebGUI

It would be very helpful if it would be possible to inform all users via popup window about upcoming maintenance work or current problems as it is possible for example in Confluence and Jira.

I may be wrong, but I think this is already available (checked in 2.X):
Setup > Users > 'Users' menu > Send user messages.

Feel free to correct me.

Only user Messages - But not a general note (correct me if I'm wrong)
Check for Instance your Jira you're using, so much easier to give a heads up for Maintenance like this

Yes you can select PopUp as Method in the "Send user messages". This is a good start but the functionality and layout are still very rudimentary and you can't restrict it to specific customers/sites/user groups.

A method "banner" which is displayed above the page would be a nice addition for announcing upcoming maintenance work. Also a view where you can see all announcements until they ar deleted or expired in case you have already closed the popup with OK would also be very helpful.
