Downtime: Log user cancelling a downtime

Setting a downtime will be logged with the user, but cancelling it not. Please make this consistent

Unfortunately, most of the information relating to the original downtime disappear after the Downtime ended and are missing in the "History of sheduled downtimes". You can no longer see who entered when a downtime and from when to when it was planned.

For the traceability it would therefore be best to combine the information of the "Downtimes" view with the information from the "History of scheduled downtimes" View in one View.

This View should show for each downtime the Downtime Information, the status (SCHEDULED, ACTIVE, CANCELLED, ENDED), the effective start/end time and who cancelled the downtime.and end time and who ended the downtime.
